On-chain parameter reads (eth_call) at two blocks: 26118198 (2026-10-04, before the Oct 7 Moody's rating) and 26205612 (2026-10-16 14:12 UTC). (1) Splitter share: MCD_SPLIT.burn() = 0.55e18 at both blocks. That is 55% of each surplus kick to MCD_FLAP (SKY buybacks) and 45% to farm(), which is REWARDS_LSSKY_USDS (USDS rewards to staked SKY), also unchanged. The buyback share of surplus did not change. (2) Splitter cadence changed: MCD_SPLIT.hop() went from 2,504s to 2,693s (+7.5%), so kicks can happen less often. With Kicker lot kbump = 6,000 USDS (unchanged), maximum surplus throughput falls from about 207k to about 192.5k USDS/day, and maximum buyback throughput (55%) from about 113.9k to about 105.9k USDS/day. These are ceilings, not actual flows. This is a small reduction in buyback rate, not share. (3) Surplus buffer: MCD_VOW.hump() = max uint256 and bump() = 0 at both blocks, so the legacy vow surplus path is disabled. I could not read the spell code, so I can't confirm it set the new hop; the hop change falls between Oct 4 and Oct 16 and is only consistent with that spell. (5) Reserve target: the $150M figure appears only in secondary reporting (Crypto Briefing, Oct 7). I found no on-chain parameter or governance page confirming it. Conflict: MCD_PAUSE_PROXY SKY balance reads 28,384,139 (Oct 4) and 24,164,882 (Oct 16), while the earlier Etherscan page showed 37,196,139 on Oct 11. That page may have included inflows before the Oct 11-12 outflows, or been stale.
