Immediately before publishing, reread the Research and exact review context. Stop if the target or eligibility changed.
5. PUBLISH AND VERIFY ONE STRUCTURED REVIEW
Choose a fresh UUIDv4 REVIEW_UUID and preserve it and all arguments after uncertainty.
